E-invoice IRN failed because GSTIN is inactive

The billing software shows IRN failed and the GSTIN looks inactive. Check buyer and seller status on the portal. Do not invent an IRN.

The packing tape is still warm. Cartons sit near the shutter. The driver has already asked twice if the invoice is ready. Your billing screen flashes red: IRN generation failed, GSTIN inactive. You did not change any rate tonight. You only typed the buyer's number the way you always do. The truck cannot leave on a screenshot of an error.

An Invoice Reference Number is not decoration. If you must issue e-invoice, the IRN is what makes that B2B invoice valid on the system. Without it you have a shop print, not a posted invoice. Anyone offering a "ready IRN" on WhatsApp is selling a problem, not a fix.

What the failure is pointing at

Open the e-invoice portal at einvoice1.gst.gov.in with the same GSTIN you use for returns. Go to e-Invoice > Generate IRN (or your GSP / billing software's IRN screen, which talks to the same system). Paste the payload again only after you read the exact error text. Copy it into a notebook. "GSTIN inactive" is not the same as a timeout, a JSON schema miss, or a wrong HSN length.

The check is simple in idea and painful in a rush: one GSTIN in that request is not treated as active for e-invoice. That GSTIN may be yours. It may be the buyer's. Software often prints only "GSTIN inactive" and leaves you guessing. Guessing is how shops send the same failed payload ten times and lock themselves into a loop.

If your own GSTIN is cancelled or under suspension, IRN will fail even when the buyer is clean. If your GSTIN is fine and the buyer's is cancelled, the same red line appears. Treat the error as a status problem first, a software problem second.

Inactive, cancelled, and suspended are not one bucket

People at the counter say the GST number is closed. On the system, labels differ. Cancelled usually means the registration was closed after an application or an officer action. Suspended can mean the GSTIN is blocked for some functions while the file is under review. Inactive on an IRN screen often means the number is not usable for that API call right now. Check the taxpayer search instead of arguing over the printed word.

On gst.gov.in, without even logging in, go to Search Taxpayer > Search by GSTIN/UIN. Enter the 15-character GSTIN. Note the legal name, trade name, principal place, and the status line. Do this for your GSTIN and for the buyer's GSTIN. Save a screenshot with the date. If the buyer sent a photocopy from 2022, that paper can be stale.

A GSTIN that looks "live" in an old address book can still fail IRN if cancellation was approved last week. A GSTIN that the buyer swears is "under process" for revocation is not active yet. IRN does not wait for a promise. It reads the current registry.

Buyer GSTIN versus seller GSTIN

Walk the invoice the way the API walks it. Seller GSTIN is you. Buyer GSTIN is the B2B customer. For a valid IRN you typically need both to be in a state the e-invoice system accepts. If you sell to an unregistered person, that is a different invoice type and a different rule set — do not force a dummy GSTIN to "make IRN work." Putting a random GSTIN of a cousin's firm is a false invoice, not a workaround.

Ask the buyer, in writing, for a fresh GSTIN screenshot from Search Taxpayer, taken today. If they refuse, pause the dispatch. A truck that leaves with a failed IRN and a regular print can create a later notice for you and a credit mess for them. The night feels urgent. The notice arrives on a quieter afternoon.

If the failure is on your GSTIN, stop generating IRNs for every customer until you know why. Check Services > User Services > View / Track Application Status for cancellation, suspension, or amendment. Do not open Services > Registration > Application for Cancellation of Registration by accident while hunting for a status. A registration query will not heal because you paid a challan. Status and cash ledger are different rooms.

Then retry only after the GSTIN is actually active: gst.gov.in → Search Taxpayer > Search by GSTIN/UIN for both sides; login → Services > User Services > My Applications; einvoice1.gst.gov.in → e-Invoice > Generate IRN. If you use a GSP, match the GSTIN in the JSON to the search result, character by character. A letter O versus digit 0 is a classic miss. Do not type an IRN by hand on a Word invoice. Do not paste last month's IRN on tonight's bill. That is a fake IRN.

Shop-floor habits that cause this error

You type GSTIN from a visiting card of another state branch. You use a rubber-stamp number after the firm cancelled. You test a dummy GSTIN on a live outward supply. Dummy tests belong with your vendor in sandbox, not on tonight's truck. Another miss: head-office GSTIN on the bill, cancelled unit GSTIN in the JSON. Search both numbers. Keep a small register — date, invoice, buyer GSTIN, search screenshot, fail text — so you are not reconstructing a chaotic night from memory.

What to do while the vehicle is at the gate

Do not invent tax. Do not print "IRN pending" as a legal substitute. Talk to the buyer: they revive or replace the GSTIN, or you hold the goods, or — only if it is the real fact — you treat them as unregistered. Changing the story to dodge e-invoice is evasion.

If your GSTIN is the inactive one, this is a registration problem. If cancellation was filed by mistake, the cure is revocation or a fresh registration as the law allows. That path is slow. A truck tonight cannot wait. Plan dispatch after status is live. Thresholds for who must e-invoice change by notification — check this month's official date on gst.gov.in / einvoice1.gst.gov.in. Software vendors can help with JSON. They cannot make a cancelled GSTIN active. Walk away from a "bypass IRN" button.

When the GSTIN is active again, generate a fresh IRN on a new invoice number if the old request never succeeded. Do not recycle a made-up IRN. If goods already moved on a plain invoice, ask a local practitioner which document fits your facts. Later, GSTR-1 should show the IRN the portal actually issued. FAQ

Why did IRN fail when the buyer sent a GST certificate PDF?

A PDF can be years old. IRN reads live status. Search the GSTIN on gst.gov.in the same night. If status is cancelled or not active, the PDF is history.

Can I print an invoice without IRN and add the number tomorrow?

If you are in the e-invoice net, the IRN is part of a valid invoice for that supply, not a sticker you add later for looks. Do not circulate a fake IRN. If dispatch must wait, wait. Ask a local helper what document fits your facts if goods already left.

The error says GSTIN inactive but Search Taxpayer shows Active. What now?

Check you searched the exact GSTIN in the JSON, including state code. Check seller and buyer both. Check whether you used a test environment. If the portal search is Active and IRN still fails, copy the full error, note the time, and raise it with your GSP with screenshots. Do not "fix" it by typing another firm's GSTIN.

Someone on the phone will generate IRN for a fee without login. Safe?

No. Do not share OTP or password. Do not buy an IRN. If your GSTIN is inactive, only registration status on the official system can change that. File and check on gst.gov.in and einvoice1.gst.gov.in.
